Are you Prepared for Your Next Test? | VMware End-User ...

by Geoffrey Murase, Solutions Marketing, VMware

The push to move from paper and pencil to online testing for state assessments hit a bump in the road earlier this year when the Indiana Statewide Testing for Educational Progress Plus or ?ISTEP+? state assessment program encountered some problems.? Below is an excerpt from an NPR article that summarizes the incident:

?On Monday, April 29, 2013, Indiana students in Grades 3-8 began taking online portions of the state?s standardized test, the ISTEP+. Between 8 and 9 a.m. Eastern, the testing website began locking students out of the exam. Some students were unable to log into their exams. Others were locked out of the testing website during their exams, forcing students to wait in front of ?Please Wait? screens featuring an image of a globe ? the infamous ?globe screen.?? In total, the computer problems disrupted around 30,000 testing sessions, state education officials reported. Many districts decided to suspend testing for the day.?

At the time, administrators had a difficult time identifying the root cause of the problem and almost two months later, testing company executives testified that the servers handling the traffic did not have enough memory to support the load.? When all was said and done, it was found that over 145,000 tests were flagged as ?disrupted? in one way or another.? Now the state has hired The National Center for the Improvement of Educational Assessment to perform an independent analysis of the data and come up with a recommendation.? This may ultimately lead to throwing out the results.

This experience accentuates the importance of ensuring the error-free delivery of online testing for these state assessments.? What will happen if the results are thrown out?? Will students have to retake the test?? How will school, teacher, and student performance be measured and how will state funding be allocated?

In this case, the cause of the problem was found to be in the testing servers, not the test delivery system.? However, test administrators would similarly question the validity of test results if the test delivery system somehow failed.? This is where the value of delivering tests using virtual desktops becomes clear.

In an earlier blog post, I wrote about how VMware has worked closely with online testing industry leader Pearson to achieve ?TestNav Qualified? status for delivering online tests in a Horizon View virtual desktop environment.? This qualification ensures that online tests can be delivered securely, error-free, and with a good user experience.? More specifically, the stringent requirements to achieve TestNav Qualified status include:

  • While logging in concurrently, no error messages are received
  • The first test item/question of the test loads fully at the same speed as the baseline amount of less than 45 seconds
  • While interacting with all test items/questions there are no noticeable curser lags, input lags or delays in tool engagement as compared to the baseline epat
  • While interacting with video, audio, and TEI test items/questions there are no significant lags or delays compared to baseline epat
  • There is no noticeable delay when navigating from test item/question to test item/question
  • All tools work correctly as demonstrated in the baseline ePAT
  • At submit, no error message is received
  • When hitting submit the response is at the same speed as the baseline amount of 10 seconds
  • From ?login? to ?submit? the desktop is secure and the system does not allow access to any application, content, or other service beyond the TestNav 7.5 test assessment delivery system
  • From ?login? to ?submit? the system does not allow any screen captures, printing, saving or other electronic replication or duplication of the display screen, source code or content of the test
  • All data is encrypted between client and server for the entirety of the usage period

Pearson TestNav delivers over 9 million tests annually and ensuring the integrity of the results should be one of the highest priorities for administrators.? Delivering Pearson TestNav online tests with VMware? Horizon View? eliminates the stress of worrying about an ?Indiana-like? debacle due to online test delivery errors and lets administrators and teachers focus on what they do best.

South Carolina looking into Clowney contact

COLUMBIA, S.C. (AP) ? South Carolina's athletic compliance department is looking into contact between defensive end Jadeveon Clowney and rap mogul turned sports agency head, Jay-Z.

Spokesman Steve Fink said Wednesday the department was aware of reports about conversations between Jay-Z and Clowney, the 6-foot-6, 274-pound lineman who's considered the top pick in next year's NFL draft.

Athletes are permitted under NCAA rules to talk with agents, just not reach agreements about future representation. Athletes cannot accept benefits from agents or their representatives while in college.

Clowney had 13 sacks last season. He was the Southeastern Conference defensive player of the year and finished sixth in Heisman Trophy balloting. Clowney won an ESPY award last week for his signature hit in the Outback Bowl when he dislodged the helmet of Michigan runner Vincent Smith.

On Its 3rd Birthday, The Cloudy OpenStack Is A Marketing Machine, And That's Just Fine

openstackOSCON, the open-source conference, is in full-gear today and?OpenStack is celebrating its third birthday there with lots of fanfare, self-serving platitudes and an infographic -- the tell-tale mark of a "we are awesome" campaign. While I couldn't care less that an industry-funded foundation turned three last week and is still celebrating, OpenStack is an important effort enabling anyone to build their own cloud service free from the control of proprietary cloud vendors. Forest Oil looks to sell in Panhandle and focus on Eagle Ford

Forest Oil Corp. has retained J.P. Morgan Securities LLC to solicit offers from companies interested in buying the company's oil and gas assets in the Texas Panhandle.

Denver-based Forest Oil Corp. is seeking a buyer for its oil and gas assets in the Texas Panhanle and will focus on oil-development projects in South Texas? Eagle Ford Shale, company officials said Monday.

After receiving unsolicited proposals from parties interested in buying the Panhandle assets, Forest retained J.P. Morgan Securities LLC to help it market the properties.

?If completed, the sale of the Texas Panhandle assets should allow us to reduce meaningfully our indebtedness and enhance our financial flexibility and ability to accelerate development of our assets,? President and CEO Patrick R. McDonald said in a written statement.

In addition to its Eagle Ford holdings, Forest has a position in 111,000 net acres in East Texas.

(AP) ? Greenpeace activists occupied a French nuclear power plant site before dawn Monday ? a media stunt deeply embarrassing to the government, which is intent on demonstrating that France's reliance on nuclear power is safe.

Around 30 activists from the environmental group invaded state-owned nuclear power utility Electricite de France's Tricastin power plant complex in southern France. They projected a video on the side of one of the plant's buildings that said "Tricastin Nuclear Accident" and showed the image of a giant crack forming across the building's facade.

Activists also hung a giant banner with President Francois Hollande's face and the words "President of the Catastrophe?"

France's nuclear safety authority said in a statement that so far the intrusion had no impact on the plant's safety.

By mid-afternoon, all of the activists had been arrested and were being held in a nearby police station, Greenpeace France said on its web site.

Speaking at a news conference President Francois Hollande said France "is very much attached to nuclear safety," and that everything was being done "to assure us that this nuclear safety is absolutely respected."

France is among the most nuclear-dependent countries in the world, with reactors producing about 80 percent of its electricity.

In 2008, the Tricastin plant reported several incidents that angered anti-nuclear groups, including a leak of unenriched uranium into two nearby rivers and the release of radioactive particles from a pipe.

Why Can't Luggage For Adults Be As Wonderful As This Robo-Bag?

Why Can't Luggage For Adults Be As Wonderful As This Robo-Bag?

There's an unwritten rule that luggage for adults has to have a fairly mundane and boring design. But when you're waiting at the luggage carousel and realize that everyone else had the same idea to buy a red suitcase to stand out, you realize there has to be a better way. And there is, it's just too bad the $40 Luggo here is only big enough to store a child's wardrobe.

As an adult you could probably buy three or four Luggo's to fit everything you need for a trip, but then you'd also have to pay a small ransom to the airlines to check all those bags. And that sucks, because you're simply not going to find a grown-up sized suitcase with wheels that light up and flash as it rolls. [ThinkGeek]

South Korean court orders Japan steel firm to compensate wartime workers

A court in South Korea has ordered a Japanese steelmaker to pay more than ?230,000 in compensation to four Korean citizens who said the firm used them as forced labour during the second world war.

Wednesday's ruling by the Seoul high court ? the first of its kind in South Korea or Japan ? comes amid heightened bilateral tensions over territory and conflicting interpretations of Japan's 1910-45 occupation of the Korean peninsula.

The court ordered Nippon Steel and Sumitomo Metal to pay 100 million Korean won (?58,500) to each of the four plaintiffs for unpaid salaries and psychological distress.

The steelmaker had engaged in "crimes against humanity by joining the Japanese government in mobilising forced labour for the sake of the war of aggression", the court said in its ruling.

Nippon Steel, which merged with Sumitomo Metal Industries last year to become the world's second biggest steelmaker, had argued that it was no longer the same entity that had employed Korean workers during the war.

The same plaintiffs, one of whom is 90, had previously sought redress through a court in the Japanese city of Osaka in 1997, but their claim was rejected on the grounds that Nippon Steel was not responsible for the firm's actions during the war.

Japanese firms are occasionally targeted by Korean and Chinese workers seeking damages for their time as forced labourers, but Japan insists that all compensation claims involving Korean citizens were settled when the countries restored diplomatic ties in 1965. At that time, Japan paid South Korea a lump sum of $500m.

Nippon Steel said it would appeal against the decision. "We deeply regret this unjustified ruling, which goes against the 1965 Japan-Korea claims settlement agreement ? a formal agreement between nations ? that completely and finally resolved such issues as forced labour," it said in a statement.

"We will swiftly appeal to the supreme court of Korea and hope to make clear the legitimacy of our position."

The Japanese government repeated its contention that wartime compensation claims had been settled "completely and finally" almost half a century ago.

The chief cabinet secretary, Yoshihide Suga, said officials were still examining the ruling, but said Japan could not accept it if it was not compatible with Japan's stance on reparations. "In that case, we will co-operate with the company to take appropriate action based on the government's stance."

Shin Chan-soo, one of the plaintiffs involved in the 16-year legal battle, said he had been taken in 1941 to work at a steel mill in Osaka run by Nippon Steel ? then named Japan Iron and Steel ? having been promised a living wage and the chance to gain experience.

He claimed he had been paid a pittance during his two years in Osaka.

"We have fought for months and years," Shin, 86, said after the ruling. "I feel great. We kept losing in lawsuits in Japan but now back in Korea, we won."

Japan is believed to have used about 780,000 Korean forced labourers during its 35-year colonial rule of the peninsula. That figure does not include tens of thousands of women, mainly Korean, who were forced to work in Japanese military brothels during the same period.

South Korean government data show that 299 existing Japanese companies used forced Korean labour before and during the war, the Yonhap news agency reported.

Depp's interest in Wounded Knee causes a stir

SIOUX FALLS, S.D. (AP) ? For months, questions have swirled about whether developers, activists or tribes would be willing to plunk down millions to buy a portion of the Wounded Knee National Historic Landmark. Now there's a new potential buyer in the mix: Johnny Depp.

But is the star of "The Lone Ranger" really preparing to be the one who buys the property where hundreds of Native Americans were killed? Or is it just the latest rumor in the contentious debate over the landmark's future?

Depp touched off the story when he told London's Daily Mail newspaper that he is working to buy a piece of the landmark on the Pine Ridge Indian Reservation to give back to the tribe because it's important to their culture. The site is where 300 Native American men, women and children were killed by the 7th Cavalry in 1890.

"I am doing my best to make that happen," he told the newspaper of a possible purchase. "It's land they were pushed on to and then they were massacred there. It really saddens me."

Landowner James Czywczynski, whose family has owned the property since 1968, is trying to sell the 40-acre fraction of the historic landmark and another 40-acre parcel for $4.9 million. The two parcels of land have been assessed for $14,000. The sale has sparked outrage among tribal members who feel Czywczynski is trying to profit from the killing of their ancestors.

Since the interview was published last week, Depp's been quiet, and there's been no record of an offer made for the land. Depp's publicist did not respond to repeated calls and emails seeking comment, while Czywczynski, who has said his goal has always been to get the land back to the tribe, did not return calls.

Oglala Sioux President Bryan Brewer, whose tribe lives on Pine Ridge, said he has not been contacted by anyone in Depp's camp and was first notified of the actor's interest when someone from England called him for reaction. Brewer said he and a group of descendants of Wounded Knee survivors are hoping to meet with Czywczynski soon.

The possibility of the celebrity purchase is generating debate in Native American communities. Some question Depp's motives due to the timing of "The Lone Ranger" release, which debuted with a dismal $19.5 million in ticket sales on its opening weekend in early July. Depp, who plays the part of the Native American character Tonto in the film, has been accused of playing into stereotypes and misappropriating Native American culture. Tonto speaks broken English, wears a stuffed crow on his head and has a face painted with white and black stripes. Some Native Americans view the character as a parody.

Depp's also been criticized for saying that he does have Native American ancestry, but he's unsure if it's Cherokee or Creek.

"People I've talked to think he's in it for redemption because he's gotten bad reviews," said Oglala Sioux tribal member Dawn Moves Camp, 30.

Besides its proximity to the burial grounds, the land includes the site of a former trading post burned down during the 1973 Wounded Knee uprising, in which hundreds of American Indian Movement protesters occupied the town built at the massacre site. The 71-day standoff that left two tribal members dead and a federal agent seriously wounded is credited with raising awareness about Native American struggles and giving rise to a wider protest movement.

Depp's purchase of the land would be an easy answer for the tribe, Moves Camp said, but it would also be dehumanizing.

"It's also buying into the idea that our ancestry and history have a price tag on them," she said, later adding: "We have pride too. We'd rather it be done in an honorable way. I hope our tribe finds some way to buy the land back without outside help."

For some descendants of those killed in the massacre, how the tribe gets the land doesn't matter. What does is that the tribe gets it back, said Joseph Brings Plenty, a former chairman of the Cheyenne River Sioux Tribe who had several ancestors killed in the 1890 massacre.

Although the land sits on the Pine Ridge reservation, many of the descendants of the massacre victims and survivors are members of several different Lakota tribes.

"Honestly, I don't think it would be a bad thing if Johnny Depp would purchase it with the cooperation of the tribes," he said. What's most important, he said, is that the land is preserved and an accurate account of what happened is shared with visitors through a monument.

Tribal members have disagreed over the years about how to commemorate the lives lost at Wounded Knee. While there is a small monument listing some of the names of those killed in 1890, some tribal members think a larger statue or structure is needed to educate the public.

Sonny Skyhawk, a Sicangu Lakota actor and founder of American Indians in Film and Television, said although he was not a fan of Depp playing Tonto in "The Lone Ranger," purchasing the land would be a "great opportunity" for Depp to step forward and do something for Native Americans.

"If it's from the heart, we accept it. If it's not from the heart, we'll accept it anyways because it's such a meaningful undertaking when you look at the significance of what the sacred ground next to it is," he said.

Over-90s 'defying mental decline'

Today's 90-year-olds are surviving into very old age with better mental performance than ever before, Danish research suggests.

People born in 1915 scored higher in cognitive tests in their 90s compared with those born a decade earlier, according to a study in The Lancet.

Better living standards and intellectual stimulation may be key factors, experts say.

The number of people reaching very old age is on the rise globally.

In the US, for example, the amount of people aged 90 or above has more than doubled in 30 years.

In Denmark, where the study took place, the chance of surviving into the 10th decade of life has gone up by about 30% each decade for people born in 1895, 1905 and 1915.

?Start Quote

It seems that among those born in 1915, cognitive function in advanced old age is measurably better than for those born in 1905, even when underlying changes like improved education are taken into account?

End Quote Prof Tom Kirkwood Newcastle University

However, there has been little research on the quality of life that people reaching such an old age can look forward to.

The researchers, led by Prof Kaare Christensen, of the University of Southern Denmark in Odense, surveyed all Danes born in 1905 who were still alive and living in the country in 1998 (3,600 people, aged 92-93).

They assessed their physical strength, mental functioning, ability to carry out daily living tasks such as walking inside and outside, and any symptoms of depression.

Twelve years later, they repeated the study with Danes born in 1915 (2,509 people, aged 94-95).

The researchers found that men and women born in 1915 performed better than those born in 1905 in terms of cognitive ability and activities of daily living, even after correcting for changes like better education.

Prof Christensen and colleagues said: "Our results show that the Danish cohort born in 1915 had better survival and scored significantly better on both the cognitive tests and the activities of daily living scale than the cohort born in 1905, despite being two years older at the time of assessment.

"This finding suggests that more people are living to older ages with better overall functioning."

The research addresses the key question of whether living into very old age is accompanied by more years of poor health, or whether overall health at an advanced age is improving.

Improved education

Commenting on the study, Prof Tom Kirkwood, associate dean for ageing at Newcastle University, said the data from Denmark was "encouraging".

"It seems that among those born in 1915, cognitive function in advanced old age is measurably better than for those born in 1905, even when underlying changes like improved education are taken into account," he said.

In the UK, the most complete picture of health in advanced old age comes from the Newcastle 85+ study, which has been looking at people born in 1921.

The investigations will be repeated in those born a decade later, giving the chance to see if the Danish findings apply in other populations.

Police sift through 'crime scene' days after Quebec train crash

By Julie Gordon and Richard Valdmanis

LAC-MEGANTIC, Quebec (Reuters) - Investigators sifted through the charred remains of Lac-Megantic's historic downtown early Wednesday morning, as they searched for clues into what could turn out to be North America's worst railway disaster since 1989.

Police said they are investigating whether Saturday's derailment and subsequent explosion - which leveled the center of the lakeside Quebec town killing at least 15 and probably dozens more - involved foul play or criminal negligence.

"We are conducting a criminal investigation. We are not neglecting anything so far," provincial police inspector Michel Forget told reporters on Tuesday evening.

He added that some 60 officers would continue to work through the night gathering evidence and searching for remains.

Canada's Transportation Safety Board said it was looking into whether the train's operator - Montreal, Maine and Atlantic - followed proper safety procedures in the hours before the unmanned 72-car train carrying crude oil rolled down a hill and slammed into town.

The incident forced some 2,000 people, or roughly a third of the town's population, to leave their homes and seek shelter in local schools or with friends and family.

As firefighters contained the blaze, many of the evacuees were allowed to return to their homes, where they found a mix of relief, emotional distress and unexpected problems.

"After that tragedy, after watching that fire burn half the downtown, we are happy to be back home," said Denis Leveille, 57, who spent the day on his front porch visiting with friends.

"But we're not really settled in, because we don't have electricity right now. Our only power is that yellow cord there," he said, pointing to an extension cable running out a front window and across the yard to a neighbor's house.

"We need that for the fridge and the coffee maker - so we have coffee in the morning and beer at night."

THE WAITING GAME

But others were not as lucky. With parts of the town still considered dangerous - and part of it still a crime scene - emergency officials could not say when the remainder of the evacuees, about 800 people, would be permitted home.

For some of the remaining evacuees, who waited patiently at the perimeter for days, watching others allowed through was the last straw. A small group lashed out angrily at police, demanding that they be let back into their homes just a few meters away.

"We just want to go home," said one man, who was later ushered away by police. "We have rights in Quebec, no?"

Still others chose to stay far away from the once-picturesque downtown, in part because of the emotional strain of being so close to the blast zone.

Caroline Rancourt, a 37-year-old single mother, said she was at work at the Musi-Caf?, a favorite local hangout, hours before it was leveled by the runaway train. Eyewitnesses said the bar was packed when the train hit and burst into flames.

"It was the screams that woke me," she said. "I remember I was half asleep and I heard the cries and thought, 'It's night, why are there kids screaming?'

"Then (there was) the sound of fireworks, and then after that it was all so fast," she said, struggling to hold back tears. "We left and I didn't yet know what all had happened at the Musi-Caf?."

She took her two children, 4 and 5 years old, to her mother's home on the other side of the lake. While she was allowed to return home early Tuesday, she opted not to stay.

"It hasn't really hit me yet," she said. "I was busy with getting my kids somewhere away from all this, so it would be less traumatic. I did what I had to do."

MMA executives have said they believe the train's air brakes failed while it was parked in the neighboring town of Nantes, after firemen shut down the engine to put out a fire that erupted on Friday night.

But it remains unclear whether the train's conductor had set enough hand brakes - which are meant to hold a train in place even if the air brakes fail - before he left the train for a shift change shortly before the fire broke out.

MMA, which is headquartered in Chicago, has a long history of accidents in Canada, according to Transportation Safety Board data, which shows 129 accidents, including 77 derailments - some of them minor - since 2003.

Japan consumer mood slips in challenge to Abenomics

    By Kaori Kaneko

TOKYO (Reuters) - Japanese consumer confidence slipped in June for the first time in six months as consumers reported slowing income growth and rising prices, exposing the challenges to Prime Minister Shinzo Abe's plan to revive the economy by generating inflation.

Household sentiment fell 1.4 points from May to 44.3 in June, with the mood worsening for all four components -- livelihood, income, jobs and spending appetite for durable goods, the government survey showed.

The survey showed 83.9 percent of respondents expect prices to rise a year from now, up 0.8 point from the previous month to the highest ratio in nearly five years.

Abe has pursued a policy of aggressive stimulus, dubbed Abenomics, to revive the economy and end 15 years of deflation. The early signs have been encouraging, but the plan in part relies on growth boosting wages -- something yet to be seen.

Indeed, the survey's index of income growth fell 0.6 point to 41.6 in June, the first fall in six months.

The Bank of Japan is hoping its strong commitment to boost prices through massive stimulus would change the widely-held perception that deflation will persist and so encourage consumers to spend now rather than later.

The survey found consumers expecting prices to rise as higher raw material costs and a weaker yen push up electricity bills and prices of groceries, but the perceptions of weak wages could see them tighten spending.

Japan's corporate goods price index, which tracks wholesale price moves, rose 1.2 percent in June from a year earlier, the biggest increase since November 2011, the BOJ said on Wednesday.

The government's sentiment survey, which began in 1982, targets households with two more people. A reading below 50 in the sentiment index shows pessimists outnumber optimists.

Android in June 2013: Jelly Bean overtakes Gingerbread

It's Android OS version stats time again and it's an end of an era ? the era of Gingerbread dominance. Jelly Bean (Android 4.1 and 4.2) finally did what ICS (4.0.x) never managed ? get more market share than Gingerbread.

Gingerbread in its current form (API level 10) debuted in February 2011, while the initial version, API level 9, came out in December 2010, but all GB phones were updated. Anyway, it's still the most popular version of Android going by version numbers rather than nicknames ? v2.3 is at 34.1% and v4.1 is at 32.3%, with v4.2 contributing another 5.6%.

Both Jelly Bean versions saw an increase in market share since May at the cost of Gingerbread and Ice Cream Sandwich. Eclair and Froyo, which still hold single digit percentages have barely moved.

The Holo-centric Android 4.0+ versions now power over 60% of the Android market, which will hopefully mean that more devs focus on bringing a Holo interface with their apps.

House committee, VA clash over requests for data

By Kevin Freking, The Associated Press

A bipartisan group of lawmakers is going public with its frustration over the Veterans Affairs Department's failure to comply with nearly 100 requests for information.?

The House Committee on Veterans' Affairs, which oversees programs affecting veterans, said Tuesday that it will use its website to highlight the inquiries it says the VA has failed to answer. The panel says its "Trials in Transparency" page will keep a running record of outstanding requests for information.?

The committee said it has 95 pending requests. Examples include a July 2012 request for data on the department's hiring of mental health workers and a Sept. 2012 request for information about conference spending. The panel also cited a January 2013 request for all documents and emails since 2007 discussing the presence of legionella bacteria within the VA's Pittsburgh health facilities, where an outbreak of Legionnaires' disease is blamed in the death of five veterans.?

Department officials said they respond to a large number of congressional queries, conducting in the past two-and-a-half years more than 1,800 briefings and processing about 67,500 inquiries from members of Congress and their staff.?

"VA is committed to appropriate oversight of its activities and the wise use of taxpayer dollars while we continue our work together serving veterans and their families," said department spokeswoman Victoria Dillon.?

Tensions frequently arise between all departments and the congressional committees that oversee their programs, but such friction has been particularly noticeable with the federal government's second largest department. Lawmakers have frequently chided VA witnesses during congressional hearings about what they perceive as a lack of cooperation. The frustration extends to Democrats on the committee as well as Republicans.?

"Congress is committed to working with VA in an open and transparent manner," said Rep. Mike Michaud, the ranking Democrat on the committee. "Our partnership, however, is contingent upon the department's timely response to our requests for information, something that rarely occurs. I hope VA leadership will work to reverse this trend of unresponsiveness."?

In recent months, the chairman of the committee, Rep. Jeff Miller, R-Fla., has taken to writing weekly letters to VA Secretary Eric Shinseki listing the number of outstanding information requests.?

Miller said that getting timely information is critical to determining the VA's future challenges and its capabilities for overcoming them. The committee said a dozen of the outstanding requests date back to 2012.?

The congressional panel also has sparred with the agency over the backlog in processing disability claims.?

President Bouteflika to return to Algeria in coming hours - source

    ALGIERS | Mon Jul 8, 2013 6:26am BST

ALGIERS (Reuters) - Algerian President Abdelaziz Bouteflika is expected to leave hospital in Paris and return to Algeria soon, a source close to the presidency told Reuters on Monday.

Bouteflika was rushed to hospital in France on April 27 after a stroke.

The 76-year-old has ruled the North African oil and gas producer since 1999. He is part of an older generation of leaders who have dominated politics in a former French colony that supplies a fifth of Europe's natural gas imports and cooperates with the West in combating Islamist militancy.

Authorities have released little information about his stay in France. In an apparent move to quell speculation about his health, Bouteflika appeared on state television on June 12 meeting his prime minister and army chief of staff at the Institution Nationale des Invalides in Paris.

Algeria has been run with Soviet-style secrecy for decades by an elite drawn largely from men who fought in the war of independence against France from 1954 to 1962.

U.S. diplomatic cables leaked in 2011 said Bouteflika had been suffering from cancer but it was in remission.

Washington prison guards reinstated with back pay

MONROE, Wash. (AP) ? An arbitrator said the Department of Corrections was wrong to fire three corrections officers and demote a sergeant for failings related to the death of Officer Jayme Biendl at the Monroe Correctional Complex.

The Daily Herald reported Tuesday that prison officials had accused the four of misconduct, dereliction of duty and of purposely misleading investigators.

In an arbitration ruling signed Sunday, the arbitrator ruled in favor of an appeal from the Teamsters union. He ordered the reinstatement of the three officers and the sergeant with back pay and benefits. The arbitrator says the four should have been reprimanded, not fired.

Biendl was strangled in January 2011 in the prison chapel.

Inmate Byron Scherf was convicted of aggravated murder in May and sentenced to death.

Asiana plane crash survivors recall doomed flight

SAN FRANCISCO (AP) ? Fei Xiong and her 8-year-old son looked at each other and sensed something was wrong as Asiana Flight 214 was coming in low over San Francisco Bay.

"My son told me 'The plane will fall down, it's too close to the sea.' I told him 'No, baby, it's OK, we'll be fine.' And then the plane just fell down," Xiong said Sunday, moving gingerly from a plastic brace on her injured neck.

Within moments, the aircraft was hurtling out of control, its rear portion ripped off. Baggage tumbled from the overhead bins onto passengers, dust filled the plane's carcass and the oxygen masks had dropped down. People all around her were screaming.

The crash Saturday at San Francisco airport killed two teenage girls from China, whose bodies were found outside the wreckage, and injured dozens of others. At least two others suffered paralyzing back injuries, hospital officials said.

Xiong, of China, was sitting in the middle of the plane when she felt the strong jolt and her neck flung back and forth violently.

After the plane came to a rest, she grabbed her son and headed for the nearest door, which was open. She said the emergency chute had not deployed, so they jumped to the tarmac.

In the first comments by a crew member, cabin manager Lee Yoon-hye told reporters that when the captain ordered an evacuation, she knew what she had to do.

"At that point, my head became clear," she said Sunday night at a San Francisco news conference. "I was only thinking about rescuing the next passenger."

Lee said she was calm despite the flames. "I didn't have a moment to feel that this fire was going to hurt me," she said.

When a teenage boy was afraid to jump onto the inflatable slide, Lee said that a flight attendant carried him on her back and they slid down together.

"The kid said he was scared. My colleague carried him on her back and jumped. I was inside the plane. (My colleague) was crying as parents tearfully hugged their kid after evacuating safely," Lee said.

She also said passengers were calm during the evacuation.

Near the rear of the aircraft in seat 40C, Wen Zhang said she thought the landing gear had failed when she felt the tail slam against the ground. She, too, was with her young son, 4.

"I had no time to be scared," she said.

Zhang picked up her child, who had hit the seat in front of him and broke his left leg. Unhurt, she could see a hole that ripped open at the back of the jumbo jet where the bathroom had been and carried her son to safety.

"It left a hole very close to my seat," she said. "Enough for two persons to get out."

Sitting near Zhang was Shi Da, 39, who was traveling with his wife and teenage son.

He was shocked by the violent shaking of the crash, then the realization that the back of the plane had ripped off. He stood up and could see the tail, but the kitchen was missing with nothing but a hole, he said.

"I can see through the hole to see the runway and the ground," he said. "So we just grabbed our bags and rushed out from the tail, from the hole."

South Korea's Ministry of Land, Infrastructure and Transport said the 291 passengers included 141 Chinese, 77 South Koreans, 64 Americans, three Canadians, three Indians, one Japanese, one Vietnamese and one person from France.

The passengers who made it out alive sat on the tarmac for half an hour waiting for buses and watching the aircraft go up in flames as firefighters hosed it down. Ambulances took the badly injured away, but 123 people walked away with little injury.

Many didn't have their passports, cellphones or money. Da's friend picked up him and his family up, took them out to dinner, then they went to a Target store to buy clothes because their luggage is missing, presumed destroyed.

Most survivors suffered minor injuries, and were just starting to realize how close they'd come to death.

"I just feel lucky." Da said. "We are so lucky."

George W. Bush on Gay Marriage, Immigration, and Why Obama Kept His Terrorism Policies

ABC laura george bush 2 nt 130705 16x9 608 George W. Bush on Gay Marriage, Immigration, and Why Obama Kept His Terrorism PoliciesGeorge and Laura Bush

President George W. Bush cautioned against criticizing gay couples, saying in an interview on "This Week" that you shouldn't criticize others "until you've examined your own heart."

Bush had waded into the revitalized same-sex marriage debate last week - if only barely - in a comment to a reporter in Zambia, who asked whether gay marriage conflicts with Christian values.

"I shouldn't be taking a speck out of someone else's eye when I have a log in my own," Bush said last week.

In an interview in Tanzania with ABC News Chief White House Correspondent Jonathan Karl, the former president explained his comment further.

"I meant it's very important for people not to be overly critical of someone else until you've examined your own heart," Bush told Karl.

As president, Bush opposed gay marriage, and Republicans pushed ballot measures to ban it at the state level. The topic has seen rejuvenated discussion after the Supreme Court overturned the federal ban on same-sex marriage, the Defense of Marriage Act (DOMA).

On another hot political topic - immigration - Bush said he thinks a major reform bill "has a chance to pass." In 2007, Bush sought to pass an immigration bill similar to what's been proposed in Congress this year, seeking to provide citizenship opportunity for undocumented immigrants already living in the U.S.

"It's a very difficult bill to pass because there's a lot of moving parts," Bush said on "This Week." "But it looks like they're making some progress."

Bush said immigration is important to pass because of a "broken system," not to improve the Republican Party's political standing among Latino voters.

"Good policy yields good politics, as far as I'm concerned," Bush said.

The 43rd president traveled to Africa with former first lady Laura Bush to promote their Pink Ribbon Red Ribbon initiative, a program through their foundation to expand care and prevention of cervical cancer in sub-Saharan Africa and Latin America. Last week, the Bushes helped renovate a clinic in Zambia that will serve as a cervical-cancer screening and treatment center.

As president, Bush launched the President's Emergency Plan for AIDS Relief (PEPFAR), to address the wide spread of HIV/AIDS in Africa. Since leaving the White House, he has received warm welcomes on the continent.

"People admire America," Bush told Karl on "This Week." "Africans are thrilled with the idea that American taxpayers funded programs that save lives."

To anyone who says his work in Africa is an attempt to make up for mistakes made elsewhere during his presidency, Bush called that notion "absurd psychobabble."

By chance, the Bushes and Obamas crossed paths on their coinciding Africa trips, as President Obama and First Lady Michelle Obama spent six days touring the continent to strengthen U.S. ties with sub-Saharan nations. President Obama and former President Bush appeared together in Tanzania, but did not speak publicly, at a ceremony commemorating the 1998 bombing of the U.S. embassy there.

"This is one of his crowning achievements," Obama said of PEPFAR before their meeting. "Because of the commitment of the Bush administration and the American people, millions of people's lives have been saved."

"We just chatted about his trip," Bush said of their time together, noting that he asked Obama about his daughters. "We didn't sit around and hash out policy."

On his ascent to the White House, Obama heavily criticized his predecessor, mostly for the war in Iraq. But Obama has maintained some of Bush's national-security policies since taking over - a posture that has earned him criticism from liberal supporters.

Obama has continued the use of overseas drone strikes, and, most recently, the White House and the National Security Agency acknowledged that until 2011, the NSA continued collecting email "metadata" records for U.S. citizens. The Bush-launched program continued with Obama's approval.

Asked why some of his counterterrorism programs have continued under Obama, Bush suggested that Obama realized the gravity of security threats after becoming president.

"I think the president got into the Oval Office and realized the dangers to the United States," Bush said on "This Week." "He's acted in a way that he thinks is necessary to protect the country. Protecting the country's the most important job of the presidency."
